CBT-04 — jurisdiction & scope
core principle:
no jurisdiction → no authority.
procedure does not expand scope.
jurisdiction
jurisdiction is the boundary within which an authority may lawfully act: who/what/where/when.
scope
scope is the specific action set permitted inside jurisdiction. authority can have jurisdiction and still exceed scope.

- jurisdiction is stated
- scope is enumerated
- expiration conditions are defined
- conflicts invalidate authority
