CBT-04 — jurisdiction & scope

core principle:
no jurisdiction → no authority.
procedure does not expand scope.

jurisdiction

jurisdiction is the boundary within which an authority may lawfully act: who/what/where/when.

scope

scope is the specific action set permitted inside jurisdiction. authority can have jurisdiction and still exceed scope.

authority os correction

• jurisdiction is stated
• scope is enumerated
• expiration conditions are defined
• conflicts invalidate authority
